Azureus/Vuze is set as an exception in Windows firewall. Transport encryption is on, RC4. Turning it off doesn't make any difference. Another piece of strangeness is that with Vuze running on my laptop, Firefox doesn't work. It takes minutes just to bring up Google search page, and most sites time out without opening.
